Military Numbers: Every man between the ages of 16 and 35 is required to serve in reserve. That way a MASSIVE militia can be recruited to fight the undead and rebellions. I'd say about 2,000,000 militia "active" at all time (I put that in quotes because they aren't battle ready, but aren't in reserve either. You know? Just militia to fight zahmbyes)

A history of your nation during the pandemic: The Free City of San Francisco quickly became a regional power after the plague, and they were able to exert their dominance (helped by their massive fleet of weaponized bay ferries) over first the Bay, and then the Coast of California. Annexing their land, Riley Soto quickly enforced conscription on the conquered people, swelling his army with new recruits. He then marched on the southern part of the former state. While LA was still full of zombies, and full of stubborn locals, the city fell rather quickly. It was then Riley remembered something he heard on the news years ago...

There were 3000 M1-Abrams in the desert outside of Reno, Nevada.

And since there hadn't been a massive invasion of the Renoans as he had feared, he guessed that most of the Renoans hadn't the know-how to use the weapons. He had his troops march on the Nevadan Campaign, and they conquered Sacramento, the Central Valley (which gave his troops and civilians much needed food and water) and eventually made it to the Sierra Nevada. It took two weeks of attrition, but the San Franciscans eventually made it to Reno, where only three of there tanks were in use.

They fell... easily. And Riley had more cavalry than he knew what to do with. And for three years he annexed territory in the former United States. After the reached the (imaginary) Canadian Border, and took over Baja California and Sonora, he stopped. And he enacted his policies of socialism upon the populace. Soon the famine stopped as Californian wheat and fruit (omigurd as I was typing that sentence my dad asked if I wanted some fruit XD) became somewhat readily available to the common folk. No elections have been made yet, in California, and that is either because there are 12 year terms or that the Republic has elected rulers reign for life... even Riley doesn't know yet.

But enough with peacetime and happiness, let's get back to the awesome Conquest of the Coast. Riley and his advisers fabricated a kind of Manifest Destiny about conquering the Pacific coast, and he used it to justify his annexation of (I'm not the best at Canadian provinces) most of British Columbia. In 2028, Riley formally declared the Californian Republic, with Cascadia, Baja California, Sonora, and California as it's provinces. Riley extended his policies to the "Canadians" and used their timber and concrete to rebuild the fallen cities of old.
