The extreme cold in Siberia slowed zombies down, but many southern cities fell from the hoards heading from China. By the time the outbreak was contained around the world, what remained of the Russian Federation had dissolved in the west. A dictator had come to power, dissolving several countries either peacefully or through force. When the "New Russia" ordered the remaining Siberian cities to surrender to the new Empire, they collectively refused.

The limp Russian Federation forces that remained in Siberia re joined and claim that they are the legit government-- not some hardcore Empire. A cold climate and zombies have stopped an invasion for now, but how long can the Federation hold on?
