It is. Loosing a few colonies or extraneous parts of a nation. Not partitioning it entirely.

I think if you just curtailed France's African colonies, and made Indonesia a nation, then that'd work. Then chop China down to China, because China is massive as it is.

Grab that Yankee bit of India, or as much of India as possible in general. There's a reason India was the jewel in the British Empire; move it to the French crown. Francophile Belgium isn't too major, and wants to join France anyway; Holy Land would be easy to conquer in a war against Ottos (although I'd give them Istanbul etc back). Might want to grab Macau though. You can also have Ceylon/Imperial West Africa as well, if you want.

The Ruhr is a essential area to Germany being a great power. Lose it, and that's a large amount of industry gone.
