It's decentrailization to the extreme. It's also power balancing between the services, so that the commander of no 1 branch can create a 'kingmaker' scenario.

I think I'm going to be pulling out of this RP.

I would say that France is open for apping, but thus far it seems you have taken care of that yourself.

I don't have a problem to losing land to create NCPs, I just don't think its fair that the two countries being partitioned are non-Europeans.
