Well I would assume that most of the ones that rose up against you are the illegal ones. Besides it would be hard to pick them apart from the legal ones. Especially with records as they are. One illegal man could simply claim to be another who died in the fighting and the rest of the Americans would of course back him up on that claim. Besides attempting to deport so many of them would just spark another war or spark the current one to continue.
As for the Mexicans. I would assume that Texas would have to grant them equal rights under their constitution for the referendum to take place and pay for any of them that want to return to Mexico (and a fair price for any land they own in Texas should they decide to leave so that they can start somewhere else)

Ah, but you seem to forget that a certain alliance with a certain player could also help my navy get pretty big. The alliance with Britain, that should help me.

Summary of Nation:
Iran has been among the victors in the game of modernisation that has happened across Asia and much of the rest of the world. It has managed to mostly avoid being humiliated and partitioned, is still at least somewhat relevant, and maintains independence with potential.

The empire, an absolute monarchy, is currently in a period wherein it is finishing modernisation and westernisation; it has come a long way, and is not far behind. This, however, in no way means that it is safe. Instability could still easily be possible, and truly, it is often in the later stages, when the culture, mindset and most grassroot traditions change that modernisation can be thrown off track.

Iran is united, strong, and though sitting wedged between many dangerous powers, it does have a history of standing strong and uncowed, in face of opposition; whether Rome, the Caliphates, or even Russia (I mean, they haven't annexed us! ) With a strong cultural unity and a good government, it sits in the crossroads of Asia as an empire unbroken for now.
