Yes, its the night after the battle at Ostagar and people are filing into Lothering hoping for sanctuary. Some people already killed the bandits outside of town, and most of the rest has been incidental shenanigans.

It's 4:23 where I'm at, and I also suffer from insomnia. Obtuse Insomnia, basically, insomnia virtually every night. So, I'm still awake... and slightly crazy...

I have the kind where I will go days without more than a couple hours of sleep and not feel tired at all until I am very suddenly very sick from lack of sleep, usually while I'm at work.
