How About This? It has enough land to justify casus belli for both sides, and it remains realistic with the UPA/Casc. Settlement patters (We went Pacific, they went Gulf/Mississippi.

That's the point. Cascadians settled the Pacific coast, especially west of the Cascadian Mountains, which Baja is.
