Yes, but they just had a civil war. Why would they go to war, realistically? They need to rebuild first. Which is why Serbia invading neighboring countries would be a VERY bad idea.

And it is still pretty weak compared to NATO. Especially with no help from a Russia that just had a civil war. NATO would bomb you to oblivion.
