Right at the start the colonies didn't, they had to mine and ship stuff to earth in order to make a buck - although they had all the resources they needed to start mining from the get go.
I'd say considering you'd be starting late you'd get some additional help though. Not to sure what - cash or supplies?

Just bumping in, the Shuttle and the Freighter have 2 AP (action points) per week which are basically how many things they can 'do'. Although you have to pay maintenance for every spent action point, 1 credit per AP for the Shuttle and 2 credit per AP for the Freighter.
I just think of action points as 'movement points' and build points as things needed to build something :3
Also, I've got a freighter sitting around twiddling its thumbs. Anyone up for a trade?

Just a heads-up. There's already a NAAFTA colony on the volcanic moon I think, although I wouldn't be surprised to see some competition between megacorp backers etc etc, just wanted to let you know
Also, re the infantry. If you don't like paying the maintenance, you COULD sell it to earth at the elevator for a pretty penny. Although you'd be vulnerable to anyone who decides to go all WAAAGHHH!!! on you.

As a matter of fact we are planning to work together. I am covering the tab of the military units for now and will help along the colony. From an IC standpoint i was going to move onto the Uranium no matter what but if Orson does it then NAAFTA will be better off. Besides I offered to allow us to build on each others land and share energy and what not. Just will watch to make sure he doesn't suck up all the power. My two mech units and conventional infitary will help.

This is correct.
Working together will be better in the long run than competing against one another, and it will earn more profits for NAAFTA, our mother country.
