I would say the bill gets introduced when Congress opens. Otherwise, its just a bunch of senators discussing, probably in the Senate, but nothing official.

Also, for the Senate. Can I be allowed to give you a new version with "Additions" like how IRL bills are almost constantly updated?

Who decided that timescale? It should be an amount of OOC time, not amount of IC dupiscussion, that determines how much time has passed IC.

Start studying guys because we will be doing everything. One page of IC is one month set in stone now. This is going to be highly detailed :3. Time is flexible, however, and some months may take longer (due to conversations). If you guys start missing stuff on these links, I will be filling in for you guys.
