Ambilia, after Francis Ambile, an almost legendary general and politician, controlled much of the south and was by far the most democratic and stable, while further north was Andea, an extremely loose federation of mountain states of all sorts, mostly centralized but somewhat corrupt, and the Brazilian highlands were covered by the Kingdom of Brasil; named after the land they lived on, in turn named after the main economic product, though little market could be found.
After some small amount of time, as borders shifted, instability in Andea allowed Ambilia to slowly expand; decentralizing, but gaining dominion. At the same time, however, both Ambilia and Brasil became ever more unstable, ever more regionalistic, ever more threatened by the outside world. Eventually, as the kingdom began to fall prey to republicanism and liberalism, a mighty joining of all the southern lands of the continent created a new state; Occidentalia. Endowed with some of the most magnificent statesmen to ever walk the earth, it solidified. Federalising to a degree almost unheard of, it managed to keep regionalism from taking hold. Liberalism grew in a wealthy middle class that was dominating the landscape and absorbing more from both higher and lower brackets into it, aided by law systems and economic policies that were planned nearly to the atom, and though a period of intense decentralisation created the freedom and stability needed to bring the country on par with the rest of the world and create it a proper nation, it was towards the end of the 18th century that it truly matured, its government systems finding the weight of tradition behind them, immigrants flocking to a country that had finally eradicated bandits from the simply incomprehensible natural riches, and Occidentalia avoiding the fate of a failed state and turning into a nation-state at last.

My good sir, quite honestly, don't say statements like that without knowing the truth. They are not oppressed. They have as many rights as any Finnish citizen, can vote in politics, and are actually treated better then the Suomi, overall. By the way, here is a map of Georg Waschenton's Rebellion. Prussian Blue is under Prussian control, Red under rebel control.
