It is exactly that, so as a player you probably will not like to join but you could apply to join then say you will in the future.

God... I have so much to do... I need a day planer.
So USA send the secretary of state.
I'm sending my prime minister to talk Estonia and Lithuania.
I'm sending Oleh and two squads to the irish.
I'm sending military to Ukraine, USA(soon) and isreal.
Pull out of all other conflicts and wait for my order from the USA to get here.
Oh and recruit a lot.

(500) just so I can look back at this list.
