Mm... followers of Mauro don't randomly sack towns. That would be very, very displeasing to Mauro and it's incredibly dubious that they would even have their powers if they did that. You'll have to alter your story a bit. I know it won't be exactly what you wanted, but it wouldn't make sense that way. And also when the Citadel says everyone out, they mean everyone.
