I imagine there are protocols for ships to be going into the DMZ to pick up diplomats, so that CDEM is made aware of this. But the SA ship nor the shuttle followed such protocols.

Also, the SA ship purposely moved to block the shuttle, which had been ordered to dock with the station, so the SA ship was blocking CDEM from carrying out a totally legal and lawful punishment for refusing CDEM commands, and then trying to flee.
