I am Elder Owyn Lyons of the Brotherhood of Steel in the East. My Sentinel, and dear son-in-law, was recently arrested due to the below charges:
-Mass Killing of Enclave Remnants on Hoover Dam
-Instigating riots in "Westside"
-Plotting against the Government
Sir, as the father of his wife, I must insist that these charged be dropped. While not the ideal decision, the killing on the Hoover Dam were brought onto Enclave Remnants, who according to Sentinel Shepard, admitted to the murder of innocent people in the past. In addition, Sentinel Shepard was ON-DUTY for the Brotherhood of Steel at the time, therefor, being an active member, is not subject to punishments from an ally of the conflict. Secondly, my forces were not "instigating" riots. Matter of fact, that was the last thing we wanted to do. We were near a state of war, and we wanted to ensure that at least some of the population was in support of the Brotherhood of Steel. This is basic war, not terrorism. Third, there was no plotting against the Government. The only time Sentinel Shepard was working against your government was while there were Brotherhood Forces in your land. When he ordered them back East, he personally renounced his position as an active member of the Brotherhood of Steel. His many letters sent to myself and my daughter have made it clear that his intentions were to further YOUR nation. Lastly, I must say that his arresting was unlawful. There was absolutley NO evidence to support the idea that he was a spy, and as stated earlier, he was under MY juristiction at the time of the Battle. Even if he wasn't, the FVA had no code of conduct. However, while we speak of the past, I must apologize for our actions against your people. It was wrong for us to think we could take your people. If there is a way to apologize, and to make up for it, do not hesitate to return with a letter.

Sam carefully read the letter. He thought about it and made several drafts for two hours, and then sent a final draft back.
To, Elder Lyons of the Capital Brotherhood Chapter,
I may be willing under extreme circumstances to allow Shepard back to the Capital. But it will mean the reduction of Brotherhood FRoM relations. I will be closing the Embassy until your nation admits to the clear attempted overthrow of our government and after that failed attempt, the attempt to start a riot against the Free Republic in Westside, New Vegas. Quite honestly, my trust for the Brotherhood is waning fast. Your people helped start our nation, to which I thank you, but have since then trampled us every step of the way towards Mojave soviergnity. Due to this I will be declaring a state of Armed Neutrality between our nations. Any Brotherhood personnell in FRoM territory or Airspace will be attacked with lethal force until your nation issues a repayment for the damages done toward our nation. Further, it will renounce all claims on the Mojave and remain East of the Mississippi. Finally, if any of these agreements are broken, war will be inevitable and Shepard won't be returned. You don't have to make any concessions to our nation. But again, if you don't expect a policy of armed neutrality. I am sorry that our nations relations can't be better, but I will allow Shepard leave since he is not a Mojave citizen due to his lack of birth in the Mojave or falling under the special statuses I will publish by the end of this week. Once again, I wish our relations could be better, but fate has deemed it impossible. I thank you for your time and understanding,
