Donald j castor. President of the United States of America (in the same way that bill Clinton is considered the president) and proprietor of the enclaves mojave assets had worked out a deal where he got everything but his vertibird and power armour returned to him, in return for his freedom and his transferring of a copy of each enclave related document he possessed to Shepard and by extension he hoped the free Vegas rebels. He thought this was fine because he didn't own three pairs of them and their owners were dead and he had no need for the vertibird so long as he had its plans. He decided to meet with the former remnants again as friends for one last time before the party.

They sat down at a table in the ultra luxe. They stood out a little being quite possibly the only men to make it past 60 in the wasteland. They were each wearing pre war business clothes and pre war hats and reading glasses. Castor looked to his colleagues, "well the enclave is finished but that doesn't mean we can't continue our work to help others. I propose we switch our efforts to economic domination over military domination". Dr.keenan said "listen Don I feel were too old to toy at domination lets just forget it ok?" "No no listen we can really help others by doing this. What if we each start up a private school?" "We're listening Don" they said simultaneously "well I haven't heard of anyone asking for our help yet so why don't we start up a school in vault 3 or if were allowed take over nellis. You know we can teach people our skills. What do you say?" "I don't know Don" said Keenan "well I could build vertibirds, Fred could teach them to fly them and you could work on peaceful things like those eyebots or even some medical improvements but we wouldn't want you to make another frank horrigan now would we?" "We swore we'd never speak of that again Don!" Said Keenan in a loud whisper. Fred looked disturbed but he spoke "I'll think it over Don, but I'm not sure it's a good idea". The "General" was floating in the War Room silently, as Kl-04 desperately tried to understand what Shepherd had informed him about. America is dead? He couldn't believe it. And besides, America is the great nation in the world..right? And..he wasn't the President. He couldn't fathom the concept of his whole World being a lie. But..Shepherd was still the Commander, regardless. He would still lead his Armies into Battle for him. This changed nothing in the Command Chain.

Sam sighed, "Well, this has been productive, but I have to go. I will go to check out the situation on the strip and update my plans. Have good one, and if you want me back here later today I suppose we can continue this discussion." Sam nodded and left the room retrieving his pistol as he left the building. When he got outside he asked the soldiers. "What is the situation?" The soldier replied "We have secured Horowitz, Checkpoint One and McCarran sir. The Commanders are speaking and want to move on Poseidon Energy." Sam was annoyed, "What commanders, I haven't assigned but four of them yet." The soldier looked confused "Commander Lloyd and Stevenson sir?" Sam frowned, "Are they at the HQ?" "Yes sir." Sam walked to the HQ and demanded that the commanders be replaced with more deserving men. Commander Preston and Commander Alberton took their place with Preston being assigned to Fort Mormon and Alberton to McCarran. Now pleased he sent out three five squad men to the Casino's (Ultra-Luxe, Tops and Atomic Wrangler) and assigned each a permanent position there, they would soon build checkpoints at each to replace the need for security checks inside each casino. Then he got on the terminal and began to add to it.

He then walked to the Ultra Luxe and looked around. The men at the Ultra Luxe tried to disarm him but he said "Listen to me. We are protecting you now, and when we want to look for someone here we can understood?" The checkout man called the manager who came out and said "Disarm or get out!" Sam frowned "Get the fuck out of my face, this is the Free Mojave Army and we are looking for a potential threat. Now let me through or we will close you down. You need to know that there is a government now, and when we have official work you can not interfere understood? Good." He ignored the man's response and continued walking towards the dining room where he saw Castor. He approached and said, "Hey Mr. Castor, what brings you to New Vegas?"

He had a poster outside put up to advertise the event and only the best food brought out including pre war wines. The three remnants sat in the lobby on a large couch talking to other people. The lights shone on and for the event the gambling tables were removed to make way for a dance floor as requested by castor, when the music (breaking up is hard to do) started the crowd of people walked over to the dance floor and began dancing the jive. Don looked at Fred and said "having fun?" "yep but why the ultra luxe?" "I was told that it was the classiest place in town by a strange young man who owned lake Las Vegas" " oh I see, well thanks for setting this up" " oh, your welcome" said Don. Keenan looked at the pilot "here I was going to use it but it's a gift from you to me" he handed him the Euclid c- finder "I found it on a trip with Jason. I wonder where he is anyway". "Thanks how does it work?" "Oh it doesn't yet. If I learned right from chief engineer earl Shannon you must reactivate Helios one" " ok cool. Or a pre war wine? Maybe a dance with a fine gal my friend?

The FVA begins fixing the Bomber at Nellis. The FVA at Cottonwood, and other naval bases would continue building up on their naval arsenal. The FVA at HELIOS, The NCR-FV Border, Novac military base, and Nellis all begin fixing prewar ground vehicles, fueling them, and editing them.

Zoot suit" was playing in the casino as he saw Sam depart. 4 hours later anyone who was anyone on the strip was leaving the ultra luxe, save perhaps those that were out campaigning such as Shepard and Jason. Dr. Keenan and Fred joined castor as he walked out to the strip and towards the lucky 38. When he got close he noticed that a guard was there to guide him in. They led him to the elevator with the empty shell of victor standing in front of it and brought him into the penthouse. Castor noticed the shell of the robot that was once Jane "sitting" in front of the elevator. He descended the stairwell to the main chamber, upon reaching the bottom he stopped and said "Hello Sam, thank you for inviting me here" he spoke looking at Sam "there's a lot of history in this building" he said looking around before snapping back to look at Sam. I would be honoured to use my knowledge to assist with the rebuilding of American civilization, thank you" he smiled "now what is it you wished to discuss first?" He asked, before curiously glancing over at the glowing terminal on the wall that was mounted beside the open wall that had once been closed in the era of Robert Edwin house.

Sam nodded at Castor and said, "The rebuilding of America is going to take a long time and a lot of changes to ensure it will last even longer than before. One thing you in particular can help us with is security and science. I have heard a myth once that the US used to make a small number of T-51b Winterized Power Armor that was virtually indestructable. In addition I am interested in both Vertibird and Energy Weapon technologies, at Poseidon which we will soon secure as a base we have a large industrial supply capacity, with the information on how to make it we could mass produce the supplies and convert the material into armor and vertibirds. We could also use your training to use the said vertibirds and power armor. With your help we can take slow steps toward renovating, reforming and reconstructing a new America."

Indeed well the building of energy weapons was actually more robins thing but as you are all to aware he was slaughtered in cold blood at Hoover dam, it's possible that his journal contains that knowledge but I doubt it anyway our journal aren't enclave property so I haven't given those away and at this point I wouldn't feel right rummaging through the personal thoughts of my friend. However as for the power armour that winterized t-51b was no rumour it was reality but I doubt more then 1 or 2 exist anymore what with degradation from the wasteland. But I'd be more then happy to help train people in power armour use unfortunately it is all but impossible to construct new suits given the kind of industrial equipment needed to make it that I simply doubt you possess or anyone possesses for that matter after the oil rigs unfortunate demise besides each suit required a huge micro fusion power pack to be able to function and those are extremely rare. As you asked I would be happy to help train pilots unfortunately the only pilot here is Fred" Don looks at Fred "would you be ok with teaching new pilots?" "I don't see why not" "ok thank you Fred" he looks back at Sam "so with that out of the way I think I should make an official response to your question. The chief of the 80's looked torn on the inside, but he was a smart man. He had heard of the brutality of Caesar's Legion before, of entire tribes executed, gathered in a pile, and burned so that all around could see. The man looked the Legionary in the eye, and knelt. "Ave, true to Caesar." and the legionary smiled. The entire legion moved as one, as they searched the shacks and brought out people, supplies, and weapons. The entire 80's tribe was lined up in the middle of the road, and the legate spoke. "Today, you are being assimilated into Caesar's Legion. This is a great honor that is bestowed upon you, and you shall fight in the name of Mars. You must renounce whatever beliefs you held before, and become a subject of Caesar's Legion, and Mars. Repeat, "Ave Caesar"! "Ave Caesar" the tribe responded. "Ave Caesar!" the legate bellowed, "Ave, Caesar". This went on for an hour. 1 man faltered, and failed to respond in time, he was dragged in front of the crowd and crucified, and this process went on. The legate finally stopped, "Good, you will make fine legionary's in time. Now every child under 15 shall go back to Flagstaff, and train. Those of you aged 15 to 50, will be incorporated into our legion, all those older or unfit for duty shall be executed by the rest, Understood?" The crowd knelt in silence. "UNDERSTOOD!" the legate roared.
The tribe exploded as they stomped and berated the old and weak, and in the aftermath, they marched over the bodies and took their place in the legion. At this time, the migrant Great Khans and the White Legs joined the legion through the same process as well, and the legion swelled in numbers. "Onward, Utah will fall!" the legate commanded, and the army marched on, destroying 2 tribes and bringing in 4 others. The campaign in Utah was over, and the army marched back to flagstaff and recuperated. The legate made his report to Caesar, and men were promoted for their valor. For the time being, the legion would stand ready, and morale was at an all time high. Over the river, a new threat loomed, but Caesar was ready for this challenge, with a legion larger than any before, with proficient training, and unmatched devotion.

Sam was glad with the news he heard. "I think soon enough we may be able to reinvent the Micro Fusion Power Pack, however, I will need information about other bases the Enclave operated and shut down to look for clues on how it is made. On the news about the Vertibirds, I will have about twenty men train under your command, only five of them will be allowed to fly, you men can decide who is disciplined and understands Vertibirds enough to be worthy of that. From there they can train more men and we can raise an Air Force, since you know how to make a Vertibird, we will give all the best technicians I can find to you, again, make sure only the best are allowed to build Vertibirds, we wouldn't want an aviation crisis caused by a lack of quality. But again, becoming among the few able to produce power armor would almost certainly ensure our future success. There are other things I will eventually ask of you men and I hope that you'll be able to help the Mojave.
