The legionaries are slaves, and those within the territory are not resistant to the legion.
Slaves as in working slaves

ADVANCED POWER ARMOR MARK II (APAM II):

This model of Power Armor was the main armor used by the Enclave. When the Enclave was defeated, the Brotherhood of Steel began to utilize this armor more and more, until it was officially named the default armor for the Brotherhood of Steel. Initiates may choose between APAM II or T-45d when they become a Knight. 7 out of 10 choose APAM II.
TESLA POWER ARM0R:

After extensive study by the Brotherhood, Tesla Armor was pressed into service. It was only given to the most experienced Paladins; it is never seen on Knights.
BASIC BROTHERHOOD POWER ARMOR:

T-45d armor has been the main model of power armor for the Brotherhood of Steel since 2077, but it is now the 3rd most used. 3 out of 10 initiates choose this model.
HELLFIRE POWER ARMOR:

Hellfire armor is the least common through the Brotherhood’s ranks. It is only used by certain Paladins who have earned the right through combat. This model of Enclave armor is difficult to construct, making it less numerous. However, those who wear Hellfire Armor are deadly and highly experienced opponents.

For example things that it may include are (but not limited to)1.Endless swarms of armed ghost people
2.The cloud
3. You can't bring anything in (besides maybe a suit)
It's likely that he will survive though
4. We don't know if the courier walked this road so you may be given a slave collar.'
5. Lack of stimpacks

. Not to be a gerk or nothing. Also remember that all enclave facilities in the east were destroyed
(this includes but is not limited to the satellite facility, Adams airforce base, and raven rock).or if you'd prefer we can go with the term utterly obliterated either one works for me
It doesn't matter because we're not mass producing them. The BoS learned a lot from the Enclave, making power armor is bound to be one. Lets just stay away from the specifics because then stupid arguments happen

Please delete the part about being able to produce power armour (period) from your post. Repair yes. Produce no. There's a lot of things needed to make power armour including industrial facilities do you can't just make it by hand.
Edit: If you want to tag me about this it'd be fine. Or we can continue it here or stop it now with the Bos not being able to make new power armour. But I don't want a stupid argument either, however I don't think this one is stupid.
