Appearance: six and a half foot tall, Korean, face is below.

Personality: Hwan's a relaxed sort of guy who at the same time likes to keep himself busy all the time, becuase of this he has a care free lifestyle of constantly working on something to keep himself busy.
Bio:
Power: Energy absorption and discharge
Description of Power: Hwan's body can absorb infinite amounts of energy, but (currently) only able to do so with electromagnetic radiation (this also allows heat absorption). On the flipside he can release the energy (from his skin) though it doesn't need to be the same as what went in (still needs to be EM spectrum stuff).
Weaknesses: it takes longer to heat super cold materials, and he doesn't have the capability to block bullets.
Karma: Genuinely he's a nice fellow, overall his Karma is good.

Description of Power: He can emit Heat and light energy, enough to burn or melt titanium, he's also immune to any sort of energy based damage (he can absorb most types of energy, not including kinetic and gravitational). Weaknesses: it takes longer to heat super cold materials, and he doesn't have the capability to block bullets.

Specified he only had a effective range of fifteen feet, not to metion it would be exausting to make a bunch and leave it laying around, and I think that the stuff would disperse when not under his control (exess heat would rise likely).

Also you haven't said whether having the yard out from body and more complex things taking longer to change would be acceptable for Garrick (having the no organic materials seems a little to much like it's magic as opposed to a straight up ability, and there's easier ways to kill someone than messing around with individual atoms of the person's brain).

Well your heat and light guy is accepted but you'll have to be more specific with the matter manipulator one. Also I'm not sure but I think there's a limit on characters and you have like a bunch.

I have submitted three, what about him not having anything more than high school level biology, that would at least prevent him from being able to jniw what he was doing if he went screwing. Around with genetic, and like before he has to be in a meditative state in order to use his ability which also puts him effectively in a deep sleep which someone could easily come up and hit him onthe head hard eenough to knock him out which would bring him out of mediation and into plain old knocked out.

Okay, this is a bit silly now. Hugo's ability is biological manipulation, that's exactly what your telling him he can't have, and I was accepted with not much warnings on that. Hugo uses his ability to change his features, eventually others' features, and probably one day stopping hearts and self-destructing cells with a touch. Hugo is going to be a good guy with high morals, so he won't be abusing his powers. He's going to be learning about the sacredness of life, particularly conduit lives, and therefore player lives. His weaknesses are he has to know what he's doing, so he has to know what the cell should look like in order to make it look like that, and he has to be in contact with what he's changing.

Raktio is talking about doing that with not only living things, but also non-organic things plus doing it from far away with the trade off of it being time consuming and relative vulnerability via meditative state. That has some very complex ideas behind it, and most of them are very overpowered, I would recommend going with something else, Superpowers.

It's short ranged actually, a meter away isn't paticularally to far. Other than that it's pretty accurate and at least mostly he'll stick to the much easier non organic stuff.

We should just go with a bit of trust then, don't piss people off with your abilities. A moral crisis or DUP interruption would do the trick for stopping a character who is planning to do permanent damage to another.
