How would we decide on a military commander?
Would we elect them at meetings separate from the chairman, is it tied to the Chairman election? (let's say Arcas won the chairmanship, would the commander of the Arcasan military become Supreme Commander) or do we have separate ballots?
How long does a term last? X number of years? Life? Can it be renewed? etc

I am open to suggestion. Everyone please feel free to contribute

I wouldn't call the Free States a bloc. Rather "Free States" (I think) describes any nation that is not a member off/does not heavily associate itself with any of the previous three blocs. The Free States themselves don't neccasarily associate closely with one another. But they could.

No they wouldn't I was just trying to come up with a word for them. I think that the Helm should be distinct from the Free States in that its members do associate at least somewhat closely together. Part of the reason Nyaland would be part of the Helm is since we are right in the middle of the two superpowers (and one bloody Zhouran Civil War), we need a defensive pact of some sort to ensure our safety.
