I think that would depend on how closely the members want to coordinate
They are tired of being dragged around by the USSN and Amcar, We can't say how willing the members will be for a military alliance like that

Those who didn't want to be involved in a defensive military pact would have just remained Free States. I would think that a defensive pact would be imperative in order to both defend the Helm and also to make it distinct from the Free States bloc

I wouldn't call the Free States a bloc. Rather "Free States" (I think) describes any nation that is not a member off/does not heavily associate itself with any of the previous three blocs. The Free States themselves don't neccasarily associate closely with one another. But they could.

No they wouldn't I was just trying to come up with a word for them. I think that the Helm should be distinct from the Free States in that its members do associate at least somewhat closely together. Part of the reason Nyaland would be part of the Helm is since we are right in the middle of the two superpowers (and one bloody Zhouran Civil War), we need a defensive pact of some sort to ensure our safety.

Good point. Would Nyland like to be a founding member? Since you do seem like the type of nation that would jump at this chance. Considering your circumstances

Trust me we'd more than jump at the opportunity! We didn't pick the greatest neighborhood... When I signed up I was seriously wondering why there was so much prime land unclaimed in that region! Now I know!![]()
So, sure we'd definitely want to be a founding member!
