But probably a group of nations (probably regional and minor powers) decide that they have had enough of Amcar and the USSN dragging everyone into their fights.
Arcas calls a summit in Arcas (the city) to propose the Helm and it ends with a few of the nations that met agreeing to join. We meet a year later to hammer out exactly want we want from this and thus our makeshift alliance is born. More nations join and some leave, but we become a credible enoguh force in the conflict

Basically in Yndsen Arcas, Doner was not even a god, but rather a primordial force like Chaos in Greek mythology. The gods were lauded for bring order to Doner's chaos and such. So the priesthood was small, unappreciated, unimportant and lacking a role in society. Thus five priest of Doner rose up to challenge it. Eadweard, his cousin Edgar, and his friends Carl, Herman, and Roderick. The cult of Doner had been strong in the Cerdef era, but waned considerably in the Yndsen era as Doner was not a member of Great Ten of the Imperial Cult.

They claimed that Doner was the head god of the Arcasan pantheon as he had created the realms and the gods and should be worshiped as such. They were controversial but tolerated as they did not threaten the Ten. They made great strides in their attempts to spread the teachings of Doner. But this all changed when Eadweard died of sickness. He was the leader of the group, the face of the movement, and really the one that kept things going. The group started splintering after his death. Carl and Roderick became more radical while Edgar and Herman were less sure. Herman attempted to keep the group together, but he died at a rally that turned into a riot. The riot occurred between the various factions of the movement. Each member had begun preaching a different version of the faith. This lead to tensions that exploded when a radical stabbed Herman and sparked the riot.

The group finally splintered, each going his own way. Roderick and Carl became outlaws and founded Haligism and Colotorasism (apologies for spelling mistakes in the names it is late here). Edgar stayed in the priesthood and became the high priest of Doner. Edgar took the name Eadweard I as his priestly name (a remnant of their power in the Cerdef Era) in honor of his cousin. He instituted many reforms that his cousin had advocated for and even became the first head of the Council of 11. However the damage was done and their theologies irreconcilable. Each one is seen as a hero by his followers, and the other two as traitors. The radicals that would found the monotheistic faiths see Edgar as a sell out (at best) and accuse the other of commanding Herman's death. The followers of Edgar believe that Edgar stayed true to Eadweard's "original" message and the other two took advantage of his death for their own gain.

I know, that is why I said they radicalized and left it ambiguous as to how they did radicalize that way you can fill in the blanks as to how Roderick or Carl (whichever one you want) came to that conclusion. Maybe it wasn't him and instead one or several of his own disciples changed it into its current form.
