I would point out that, while your men have been spreading rumors about the people of King's Landing, Garlan has actually been helping them--and has been spreading rumors about your men's cause. So for every citizen that will blindly fight for you, four will blindly fight for Garlan. I wrote as much. ("The crowd cheered. It seemed only a fifth were unwilling to cheer, but Garlan did not mind so much that a fifth would not cheer for him.") From there, it's just basic math.
Also, if were counting House retinues, then I must say I also out number those inside the city. Because I have the retinues of House Tarly, Rowan, Stokeworth (whom has been thoroughly pissed off), and other loyal Reach lords who sent retinues with their sons when Garlan went to King's Landing.
