We are not allowing any settling of the moon or bases on it. Kinetic bombardment will be allowed but only available to the superpowers (U.S, Russia, China, others) at the moment. Any 3rd or 2nd world countries cannot have kinetic bombardment are lasers in space yet. I dint want this thing escalating into a PMT space war.

Okay, I was planning that Kinetic bombardment be used as a support item in wars, I didn't plan on them actually attacking other nations holdings in space.
