I need Nato, or UN at the bare minimum. They were a big part of the war as soon they started to assist Croatia, and Bosnia. Without them the Serbs would bulldozed them back at 1994-1995

Number one.

Remeber pretty much everyone except Slovenia, Yugoslav, Macedonia, And Albania did not have etabalished a army at that point. When you start you are going to work your way up to get some better equipment, training, etc.
