Without proper finances we cannot fund critical domestic projects such as power, water supplies, etc. Therefore I notion this Congress to increase taxes by 10% across the board. Our economists estimate a 250 billion dollar revenue gain. Now I know this sounds ambitious but it is for the greater good of this country and our people. Our Txlacala Dam is near finished with a projected 6-8 months left of construction. It will be the biggest Dam in all of Latin America. Now onto Oil and Gas reform. The State run oil and gas company PetroAzteca, have found multiple reserves in Veracruz and Tampico. 12 new oil Wells and 2 new refineries are underway. Our economy has been to reliant on a source that will soon run out. It's time that we broaden our economic basis by introducing new industries. We already export cars and electronics but, it's time that we incorporate new industries. Textile and Coffee have been underfunded. If we build new factories to produce freeze dried coffee we'll be able to rake in new revenue. Assemblyman Ticana was interrupted by Assemblyman and former Colonel of the Republican Army Zolcado.
Ticana it's time we focus on something that has been truly underfunded, the Military! I know you're Capital Lake Industrialist but I'm a military man and right now the military is need of new equipment, better wages, and better weapons! Modernization should be our top priority, in every sense. We can't call ourselves a country without defending our sovereignty. Besides we all know Montezuma III has his eyes on Panama. We all know he wants the Canal but, how is he going to get it without the proper military for the job?! The Jaguar Party should consider the notion to present a revised budget to President Montezuma III. The military is our country's pride!
The Jaguar Party erupted in massive applause. The Eagle Party looked across from the room in dismay. Giving looks of repulse and disgust. Zolcado smirked at Tinaca.

The military shouldn't be the subject of this nation, it's the people who matter! It's the people who make the country, now why should we spend there hard earned tax dollars on War! Why not build domestic projects like new schools and hospitals. We all know since Montezuma took power the roads are in worst shape they've ever been. Infrastructure has been neglected by the Montezuma administration. The military is in fine shape and its the last thing we should be worrying about!

Montezuma looked across the room, observing the various Cabinet Secretaries. He was receiving his daily reports. But today's meeting was special as Montezuma's Secretary of Foreign Affairs presented a rather unusual proposition. Secretary of Foreign Affairs Alfredo Aztaca spoke briskly,
Mr. President, we need to broaden our international opportunities. The United States is alread an exploited and comprised economy we can't rely on their stagnating economy. Asia, on the other hand, allows plentiful new markets. A Far East Tour if you will. Mr. President the most advanced economy in Asia is Japan. Now I know currently the situation in Japan is a bit uneasy but in the long run we could gain a valuable ally. We should start relations bilaterally and not rush into any hectic commitments.
Montezuma nodded. He likes the idea of expanding the Aztecs influence. He held a million man army it was only natural to have a massive economy with it. His regional competitor was Brazil if he could pass them in the money race all he'd have to worry about was competing with China over the US markets, and maybe he could penetrate the Asia economy through Japan. He spoke his thoughts,
Very well, I shall make a state visit to Japan. The product the Japanese will be most interested in is oil. We have plenty of it and with this as our leverage we can reach an agreement. We share an ocean it will make it easier to transport the resource. But, what we need is more technological equipment. Enhancing our education is the only way to progress. The Japanese have the technology to do so. What's new of the Security apparatus?
Secretary of the Interior Pedro Zigala then spoke,
The Mayans in the Yucatan have began protesting once again demanding regional autonomy. We have sent in the National Police to monitor the Inconvenience. They await on your go to insert and clear the areas of dissent. If it escalates we can install a military governor and enact martial law to put down the protests. Reports coming from Sonora indicate that they military authorities have tried and executed 300 people suspected of administration dissent. The State of Quetzacatyl have arrested 1500 and have executed 250 people. Our Aztec Intelligence Service have implemented a "Report your Neighbor" system. We are receiving million reports daily, this system will allow us to monitor the activity of our citizens. If someone was going to dissent we'll be the first ones to know about it.
Montezuma nodded again, the fan blew on his hair graying combover hair. He picked his glass up and drank from it. He cleared his throat and began;
Begin airstrikes over the Yucatan. I don't care what the collateral is those damn Mayans should know that the Aztecs are in control! He curled his hand in to a fist and in slammed it on the cherry oak conference table. The glass spilled. The Cabinet was shocked and frightened at this gesture. Secretary of War and Defense Amier Zunca then spoke,
Ill assemble a meeting with the General Chiefs of Staff right away, sir.
Montezuma motioned the Secretary of Foreign Affairs to send the communiques. He then adjourned the meeting and was escorted by the Presidential Guard. He had a stern look on his face as be walked down the marble collumned corridors to his office. People saluted him as he walked by and shook his hand, giving him compliments as he past.

Our two nations share similar backgrounds, we come from humble beginnings, faced many challenges and hardships, and when our people's prevailed they became even stronger. I'd like to make an official state visit to your marvelous country, on goodwill and hopefully we can make historical agreements between our two powerful countries.
