Brazil, we have been wanting too have a diplomatic meeting with you for a long time, and we have decided too finally speak too you. With the world falling apart, We wish too make sure that South America never falls, and thus we believe that a NATO equivalent is required, we have been negotiating with the countries across the Atlantic on Africa too begin the formation of a new Political, and Military alliance that can assist in world affairs. I do not want a war too break out between the Federation, and Brazil while the rest of the world crumbles, and thus I believe that in the name of peace we both join in a Alliance, this will only benefit us both. Captain Luo Weifan comfortably sat on his sofa inside his well-lit and spacious living room, his back arched over a low-level table in front of him while he adjusted his lightweight reading glasses for clearer vision. This quiet morning, Captain Luo was simply perusing his notes concerning the latest strategic developments occurring in the world's most populous country. In the midst of rising militarism that is gaining strength amongst countries around the globe, China could not afford to be left behind in the race for technological and strategic military dominance. Sure, China currently had no intention of projecting hard power overseas, but her forces and arms nevertheless must be vigilant and well-prepared in the case the situation requires so.

Captain Luo flipped a page within his thick notebook and stared at a black-and-white picture of a massive ship riding in the relatively calm waves of the sea. That picture portrayed the Liaoning aircraft carrier, China's first and most cherished. With its current utilization as a makeshift naval training base for future sailors, this aircraft carrier displaced a max load of 67500 tons, and is propelled by conventional engines. However, with the recent acquisition of a Nimitz supercarrier by the neighboring Japanese, along with the massive construction of supercarriers elsewhere, China felt the need to accelerate the process of military modernization to place its naval defense capabilities on par with the rest of the major powers if it was to defend against any potential foreign aggression. As a result, three aircraft carriers are currently under construction in three separate major ports, with the government expecting to see their completion by 2020.

Hoping to be introduced on these new massive ships by the time of their completion are highly advanced railgun technology, capable of firing tungsten armor-piercing projectiles at hypersonic velocities exceeding six times the speed of sound. Early railgun technology development is still ongoing, but a working variant is expected to be equipped on certain naval ships by 2021, although expected to be still in slightly rudimentary form. Digital hacking into foreign-based military computer systems have certainly reaped a substantial amount of information crucial for the accelerated development of the railgun, which remains a secret project by the PLA. As stated before, China has upheld a policy of military non-intervention in other countries' affairs if they're not directly related to important Chinese national interests, so this future weapon has been declared to be operated for defensive use only, according to high-ranking officials.

Rapid advancements in anti-ship ballistic missile and hypersonic glide vehicle technology remains a secret source of pride for engineers and military officers within China's ranks. With the induction of the world's first anti-ship ballistic missile in 2010, Chinese engineers and scientists are working to significantly improve its firing speed and accuracy, hoping to integrate it into a hypersonic delivery vehicle with travel speeds above 12400 kilometers per hour. Such developments include the incorporation of MIRVd multiple independent missile coordination and over-the-horizon radar for better target location.

Future dominance of the skies seems to be partly hinged upon the introduction of domestically-produced fifth generation fighters, namely the Chengdu J-20 and Shenyang J-31 aircraft. With the remarkably successful test flights of F35, ATD-X, PAK-FA, and other fifth generation fighters, the J-20 and J-31 are currently being enhanced to match and even exceed the other fighters' operational capabilities. It has been thought that these new Chinese aircraft will be ready for mass production by some time next year.

"Wei-wei, someone is at the door," Captain Luo heard someone say. Turning his head around, he simply nodded at his wife and motioned her to open the door for their early guest. It seems that his analysis of current naval and aerial military projects can be saved for another time, as he had a meeting to attend to at this very moment.
