Its called intercepting, something that is not unrealistic for Israel to do, nor is it out of their capabilities. You have other ways to get stuff in, not just the ocean.

History:
In 2014, Italy over went a drastic set of changes. It became a Federative Republic following Giorgio Napolitano's reforms. He decided that Italy needed to have a more Federal and National base, and that the President needed to exercise more power with the Prime Minister second to him. As such, himself and Prime Minister Matteo Renzi agreed on several compromises. The Constitution would be remade to fit these changes.
Firstly, the President held Executive authority over the Prime Minister, with the former being the voice of the President in Parliament. Parliament would be converted into a U.S Senate-esque base and would be the only house of legislative government in this new Federative Republic. Parliament would be allowed to draft and pass bills that would have to be signed by the President. A 2/3 Majority ruling following the President sending the bill back would force the President to sign such a document. Italy would be reformed with 13 Provinces, one Parliamentary Representative for each Province. Political Parties would be allowed to stay as they were, but many were remade. In essence, the government was simplified and shrunk to ensure more National and Federal level issues could be handled by the Executives; The President and Prime Minister. With that, the president was still entitled to Commander in Chief, and the Prime Minister was allowed military controls as well. The Federal Cabinet was also made which had the Ministers of the most important departments and offices right alongside the President. In essence, he became a U.S-style President only with considerably more power. Luckily, Napolitano was a Democratic man, and Democratic Italy stayed. The Parliament was renamed the National Assembly.
The military was all renamed. Napolitano established the Italian Federal Intelligence Bureau, a department that would act similarly to the U.S FBI only with considerably more power as the only Intelligence State of this new Italian Republic. The Italian Federal Police became the main police division with subsidiaries in both the National Police, and Military Police. The National Police bore resemblance to the Carabinieri whereas the Military Police became more entwined with the Military. They were united as a whole division as the Federal Police though, and reported as one. As such, there was no need for Provincial Police Departments and such institutions were disabled as funding was unnecessary.
Italy then became ever more Technocaratic. Napolitano supported technology and a growing need in scientists, technologists, and engineers. With such added technological superiority also brought rised Military production. The already up-to-date units of Italy became ever more so upgraded, more firearms produced, and more ships built. The Italians upgraded to two more Carriers of the same class as the Cavour. The completion of all other planned Navy ships became a high demand when Algeria fell into political disarray as well as Italy was boosted for a time of completion on projects with its ever fluctuated economy and rising technocratic guidelines. As such all ships planned to be replaced were kept in service and those replacing them completed. The older ships were put in reserve, and given smaller funding, while they were still upgraded. The Italian Naval numbers grew, and it was clear Italy could become a Naval power once again. It had never been in the modern era.
As Algeria became more ugly, Italy expanded. Slovenia asked itself to become a Protectorate, and then formal Province. However, Italy passed a law that any territories acquired could not have a Parliamentary Representative but could have a Governor, and State Assembly, so long as any law that Assembly passed got approval from the President, and the Provinces listened to National Assembly laws, as well as they abided by the government, and allowed a stationing of military forces from Italy in their borders. These territories then also had to disband their national armies. The next two to join Italy as such prosperous states while also retaining their governments were Croatia and Bosnia. Croatia disbanded their entire government eventually, and just had a Governor present, with no National Army. The only actual country with the full deal involved today is Bosnia. With such aggression continuing in Algeria, Italy moved to Tunisia, asking if it wanted to become a protectorate. It did and in 2015, it disbanded its government entirely, becoming a Dominion of Italy. Libya, after becoming plagued with violence from terrorism, begged Italy to intervene in its affairs before anarchy swept, and with the U.S engaged in other matters. Italy did so, and the Northern Provinces of Libya (That directly bordered the coastline) became known as North Libya and were integrated as a Dominion into Italy. By 2016, Italy was the power of the Mediterranean and could have responses to any Mediterranean country in no time flat. As such, it became a key component to Europe, while staying out of European Union affairs for the most part.
