Primary Skill or Power: Chronokinesis:The user can manipulate the time in general area or a specific target in various manners, the basics revolving around accelerating, slowing, stopping and even rewinding or looping. The range of area affected is proportional to the mastery of the user, with top levels can affect the entire space and time continuum.
Since "time" exists and flows within "space", the two are interrelated, and by manipulating time, one is basically distorting space proportionally. The effects of this relative distortion can vary, such as controlling time of a mere object or person may not affect the space they reside in, but to twist the time-stream of a region of space can cause the area itself to warp. Due to time existing in one space, manipulating it cannot affect another dimension. (applications below)
- Accelerate, slow and/or stop time to others while being able to move freely.
- Temporal Looping
- Accelerated Time Bomb Generation
Power Weaknesses/Flaws:
- Users of Chronolock are unaffected.
- The time lock can only be held for a limited amount of time. 3-4 minutes with IJ's current ability.
- Touching IJ before a freeze in time or a manipulation of any sort renders those in contact completely unaffected as IJ would be.
Secondary Skill or Power: Magic Weaponry
Power Weaknesses/Flaws:
- Cannot be used in conjunction with her primary abilities. If time is stopped, this is unusable.
- There is only a single type of weapon she knows how to conjure. (See her Image)
Character Background/Biography: IJ was born upon the coronation of the first Emperor. Though it was so long ago, and so much has happened since then that it is quite overlooked. IJ has for a majority of her life, remained inside the Imperial Palace as a figure beside the emperor. She was rarely seen in times of civil strife and glorified during eras of Imperial expansion. She does for the most part, acknowledge the fact that she is partly responsible for her isolation from her own people. Growing up behind the walls of the palace and never questioning her role to those that are her own people was only encouraged during the reign of each Emperor. IJ was constantly assured that the status quo was the best and so she eventually came to believe it.
Her powers fostered during the twelfth century, but it wasn't seen as a good thing at all. The thought of any being having the sort of powers that IJ possessed only brought about the fear of political leaders, despite the truth that IJ would never raise a hand against her own country. She was strictly forbidden from using her powers, and even then she was restricted even further from where she could journey in the Palace. From there on, a majority of days were spent in her personal bedroom.
In the nineteenth century, radical change came to the nation with the introduction of a constitution and parliament into the national government. For IJ, this meant more freedom and the ability to leave the confines of the Palace. For the next century, IJ spent a great portion of her time attempting to connect with the nation she represented. It wasn't until then that she realized she didn't really have the features most of her citizens had. She was somewhat of an exotic. The personification supposed it might of also had something to do with her unnatural powers, but was of course, unsure.
Regarding her powers, IJ was practically noob, and even then she didn't have anyone to teach her how to master these abilities. Most of what she has currently learned is from a great amount of personal practice, and sheer luck. This means that IJ has poor control over what she can do and is oblivious to what she could accomplish. The personification currently resides in the apartment block, and constantly seeks ways to learn and apply what she learns into her life.
Why the character is in Bielefeld/Occupation: IJ's home is a nation of solitude and isolation, and any contact that it's had with foreigners has usually resulted in less savory results. IJ has taken it upon herself to leave the Imperial palace that she's resided for centuries and decided to immerse herself in foreign cultures in hope of becoming more understanding and tolerant of the unknown.

I'd like Tilt's and Bone's input on this while Cer & Swith are away. We can approve/deny it or we put it on hold for Cer to determine come next week.
My input:
I like the app a lot, its defined and there's moderation to it that doesn't scream overpowered. That said however, timeshifting is still pretty damn powerful, hence the below need to be taken into account:
1. There are Conservators that already manipulate time (Tilt's chars). Their mechanics, effects and, especially, during OP-tool mode take precedence. Note: It does not mean you're sidelined automatically, you can work in conjunction with them whenever appropriate. Which brings me to...
2. Due to the nature of the Chronokinesis itself; the secondary power (magic weaponry) would need to play a more primary role. The last we want is confusing the mechanics of temporal shifting as a reflex, choice, reaction or just for convenience in the IC. To shift time that affects the players as a whole will need pre-approval first. To use it in battle against some crazy rabid gopher, I'd expect moderation, especially when a group of other players are involved. It is one thing if it only effects your character; its completely another simply having others play along - the mass of confusion is a headache waiting to happen without these stipulations.

IJ is welcome to make an app that isn't so overpowered, and when IJ does, the power scale from the previous ooc and point system is mandatory so that Cer can make a determination when he returns.

I don't believe in coincidences, but I also have a lot of really crazy ideas.
This whole Forum fracture situation reminds me about what happened in an RP I'm OPing.
Two characters decided to create an everlasting bond of love and romantic virtue with each other (Much like Swith and Cer are doing), while at the same time two other characters and beating the ever-loving shit out of each other out of pure hate, angst, rage, and borderline insanity (Which is comparable to the R/D and RP communities, only we aren't at that stage).
It's really weird to me...
