I think the German states will become a battleground for Templar/Assassin control. It would make for a good plot.

Bismarck's Imperial Guard Commander is an Assassin. The Templars have a General though, but Bismarck wants all of his loyalty to lie to Germany.

I am going to have Anna get into a fight with three men who are trying to rape her, and she kills two of them before the third grabs her in a chokehold, I was thinking that's where Ahmed could come in and save her, and we could go from there.

If you wiki the Franco-Prussian War, the Siege of Paris is a couple months along, and in October the Germans had done battle with French Republican forces near Orleans and had occupied from the northeast of France down to Dijon.
