Got my budget worked out.
Do you have any idea how refreshing it is to do something overtly brutal for once? It's nice. That being said, I will be reengaging stealth mode. Maybe.

Faction: Empire of Metrak
Leader (You decide): Vyktor Kratek
Citadel Council member Y/N or N/A: No, but may in the future.
Brief description of diplomatic relations: Chilly relations withe the Alliance, neutral toward most others
Military state of readiness: Nearly constant
History: The Empire of Metrak, or Metraki Empire, is descended from a once-powerful corporation that actually possessed several planets as private property. The Alliance was alarmed at this development, and placed an embargo on the corporation. However, this did not work, as their "private property" could actually support the corporation. When the Alliance found out about this, they dispatched a military force to force the corporation into submission. As the corporation had not built up sufficient security forces, the conflict ended in a decisive victory for the Alliance, leaving only the harsh world of Metrak to the remnants of the once-powerful coproration. The corporation soon broke down into small clans and would-be empires. However, they soon unified, realizing that they only had one true enemy- the Earth Alliance. At this point, the planet of Metrak had altered the biology of the survivors of the conflict, making the planet more livable for them. When they discovered this, it became a powerful tool for creating a unified and mobilized population, as their enemy was no longer the same race as themselves. While the differences are not incredibly huge, with a typical Metraki looking similar to a Human, but with a more pale skin tone, and balding is more common in males, the differences are there and quite noticeable, so there came an even greater divide between Metrak and Earth. Throughout the years, the Metraki people have been working as hard as they could to create a great power out of their planet, and it was all very much worth it. Metrak is now extremely powerful for a nation confined to one planet, and it is ruled with an iron and unifying hand by Emperor Vyktor Kratek.
Infrastructure and Claimed Worlds: Great infrastructure, as it is only one planet, and the only world under their control is Metrak, however, they do claim rightful ownership of several other worlds.
Military: The army is somewhere around 50 million men strong, but the number can vary based on the situation, but only about 20 million are active. The soldiers who are not active, however, must maintain readiness to be "activated" by the Metraki Military Administration (MMA). The Navy is largely built and operated in secrecy, but here's the stats anyways. 3 Dreadnoughts, 4 fleets in total. Many ships are equipped with the ability to board other ships with "Leech" pods, making any un-shielded vessel a possible addition to the Metraki Military Administration. The navy also makes use of missiles, although not very heavily, as kinetic barriers typically defeat missiles. Metraki ships are mainly armed with particle or object accelerator weaponry and ray-based weaponry. The main Metraki fighter craft is an extremely fast and maneuverable, but lightly armored vehicle.
Let me know if I should change anything.

This setup is wrong, especially the military.

Alright, is there anything other than military and infrastructure/worlds wrong?
GAWD I hate it when there are systems like this. There is no flexibility, nothing could have been achieved in the past and must be achieved in the future.

(OP, I absolutely implore you to not make this any more complicated. I already have to keep track of a bunch of crap this time around, I don't think I can handle any more.)
