Basically, China tries to integrate their colonies into China proper by applying the same administrative system and centralizing the whole lot (regions had no power, while prefectures (those with the numbers) had some, but all the real power was concentrated in Beijing). Long story, it failed, and China adopted OTL Spanish-style autonomy for Mongolia, Manchuria, Qurighar (Dzungaria), and Tibet (as well as China proper) in 1967.
