Nah, the government did not much.

Although, the famine was not artificial.

And the Ottomans were going to send 10,000, but told not to, so they smuggled in food.

Hey Svet, in regards to your proposal, I agree: we must go over history.

My idea was that with colonial focus shifted towards the Caribbean and central/North America, Brazil went relatively unnoticed due to thick jungle and thus was the subject of much fascination of the German people, who explored along the Amazon and the Brazilian coast under private expeditions funded by guilds or merchant leagues, such as the Hanseatic League. Over time, these groups began to form permanent settlements, and a swelling population as a result from a unified and stable Germany (cue Holstein) chose to pick up and try their luck in Brazil, where land was cheap and thus would be very appealing for settling in a world where land equals power.

Over time, these colonies become independent states and Brazil goes Sengoku for a hundred to two hundred or so years, fractured into a number of pseudo-independent states that are essentially owned by companies operating from Europe, or various Germanic powers that have enough capital investment in the major companies running said states that they basically own pseudo-colonies in the region (think Belgium and the Congo Free State). Then comes 1817, and the last remnants of the companies are liquidated and the region unites into modern, German Brazil.

And then everybody lives happily ever after.

Probably a mixture of a paternal figure and an old (but friendly) rival. The rich colonial era aristocracy is still very much in power in the country, and thus have friendly ties with Germany and continue to promote the "model colony" idea that Brazil is a cross between a free nation and a model colony showcasing the German people's prowess as a race/culture.

The ruling class also wants to maintain similar trade relations as it was in pre-colonial times. Holstein imports coffee/sugar/lumber, and exports various industrial goods that Brazil can't produce yet in sufficient quantities.

In case it helps:

Nation Name: The Tetrarchy of Holstein | Die Tetrarchie von Holstein | "The New Monarchy"
Symbols: The Grand Standard, Royal Arms, To our Great Flag (national anthem).
Population-homeland: 69,790,000
Population-colonial: 240,400 (recognized as citizens)
Location/Claims: Poof
Capital City: Österfeld
Government Type: Aristocracy (under a Tetrarchy and the body of The Excellent)
Ideology: Aristocracy, Enlightened Despotism, Nationalism, Capitalism, Stoicism**
Leader/s: Sebyke Kaufmann, Wernike Maurer, Noldil Thalgberg, Weigandt Vogeler

Economy: Holstein is among the greatest producers of foodstuffs in Central Europe, namely wheat and rye. Industrial development is at a moderate level, but increasing at a rapid pace. Holstein exports generous amounts of coal and steel to other nations, as she is very productive in both aspects. The most abundantly imported material is oil. The GDP is at about $580 billion, and has enjoyed considerable increases in the last few years because of industrial development and peace.

Infrastructure: Holstein is advanced in terms of roads linking the nation, as every city with over 1,000 inhabitants is linked to the great network of paved and earthen roads. Furthermore, the development of the automobile has eased the transportation greatly, especially on the part of the citizens. However, Holstein lags behind in terms of rail coverage. Most major railways end up linking the capital with other cities, while the inhabitants of these other cities must in most cases travel to the capital and then to their destination (if they wish to use the rail).

Army: The Streitkräfte is comprised of a standing force of about 548,000 men, as war occurs often and on a large scale. However, most males from ages 20-38 are called into service during events such as a national emergency. Conscription is a standard policy. Those that are deemed as The Excellent do not have to serve in the Streitkräfte. The infantry wields standard bolt-action rifles and hand grenades. Exciting developments in the form of mobile, armored artillery have recently occupied the great minds of the Holstein military.

Navy: The navy of Holstein lags behind that of its counterparts. This is largely because Holstein's main colonies achieved independence many years prior, and the remaining colonies she does have are, in truth, controlled by wealthy corporations and entrepreneurs. Thus, Holstein has scarce need of a navy anymore. Most of her ships are either outdated, as in built near the beginning of the century, or purchased from other countries. Furthermore, emphasis on trade has decreased greatly during the last hundred years (trade controlled or instigated by the government).

Goals:
- To teach the enlightened ways of Aristocracy and Stoicism to the lesser nations of the world.
- To protect the lesser states of the world from Imperialism and unrestricted expansion.
- To found new colonies and protect the established ones.
- To become a powerful force in central Europe.
- And to ensure the perpetual prosperity of Holstein and her people.

History:
- 510 CE - The Kingdom of Dansmarc is formed out of the union of members of the Saxon, Angle, Jute, and Thuringian tribes. The main reason behind this union is to discourage raiders from pillaging the lands of the four tribes, as they were a large and troublesome impediment to the progress of each. With a combined armed forces, deterrence is taken as the best possible measure to avoid that sort of attack by savages. In an unusual triumph of diplomacy, a small college of rulers is formed out of the ruling class of the four tribes instead of the usual process of anointing the only chief with his head not bashed in as the ruler of Dansmarc.

- 518 CE - The Great Britannian Conquest. Powerful Britannian legions spill from the isles and invade most of Western Europe, including large partitions of Dansmarc. In 529 CE, King Ovedsang declares independence from Britannia and he and his army expel the invaders. This earns Dansmarc a large amount of land to the west, even across the Rhine river, taking advantage of the conflict within Britannia. King Ovedsang is hailed as a hero in his nation for his great exploits, and named "The Great" posthumously.

- 890 CE - After a long list of petty wars and corrupt emperors, the kingdom breaks into civil war and is separated into two nations - Hoffberg and Bradden. The reasons behind the civil war are unclear, but there is strong evidence to suggest both a family seeking large amounts of power and the continual disagreements of the East and West regions of Dansmarc. It is simply named "The Great Kin-Strife."

- 1280 CE - Under King Rudolf's rule, the capital, Ovedsangsburg, is changed to Ovidsfeld (in present day known as Österfeld) in order to have a more centrally located seat of government.

- 1300 CE - Hoffberg annexes the small kingdom of Jutland to the North through peaceful threats. Bradden sees this as a declaration of war and attacks Hoffberg, and a second war ensues between the two states. Although neither emerges as a victor, a Hoffbergian victory is ascertained as the kingdom of Bradden is splintered into the kingdoms of Brandenburg, Magved, and Eschaton.

- 1312 CE - Following the arrival of the Great Instructor in Hoffberg, the tide turns for the better. The Great Instructor arrives from a strange foreign country, and, through wit, becomes the advisor of King Rudolf. King Rudolf is so astounded by the inexorable wisdom of the Great Instructor that, as a childless man, he declares the Great Instructor the next King. Little does he know that the Great Instructor uses his power for purposes that aren't of the most Kingly nature.

The Great Instructor first sends the armies of Hoffberg against Brandenburg, who is already weakened by decisive clashes with Eschaton and Magved, which have coalesced into the Kingdom of Magved-Eschaton. This keeps enemies at bay while he implements his great reforms. He erects a great university in the Capital and declares that it shall be the institution that shall determine The Excellent; those deemed as of being gifted with great minds. And out of The Excellent he forms a great college of wisdom.

"The Excellent," he declared, "shall always cast a vote to determine out of their number the best four that shall rule over this Kingdom! Lo! Shall it never perish and rule under the esteemed rule of the Great Tetrarchy!" Thus, The Excellent became the ruling 'Senate' of Hoffberg while the ancient Tetrarchy was restored to the (arguable) descendant of the original kingdom of Dansmarc. After his task is done, the Great Instructor mysteriously disappears, but not before teaching the ways of Stoicism to the folk of Hoffberg.

-1362 CE - The Age of Conquest commences, as the armies of Hoffberg invade Brandenburg repeatedly, often achieving phyrric victories against the powerful Brandenburgian army, especially at the battle that wins Brandenburg itself for Hoffberg. Magved-Eschaton has become only Eschaton after Magved is conquered by Brandenburg. Hoffberg is renamed 'Holstein' by King Seneca, which was the Great Instructor's nickname, whose meaning and application has been lost to time.

- 1401 CE - The Classical Age of Holstein begins. It is from this period, the fifteenth and sixteenth centuries, that Arts and Architecture most significantly increase in amount and quality. It is comprised of a revival of the culture that the Great Instructor brought to Holstein, which itself was a revival of Ancient Greek culture. Elaborate buildings are raised in the Doric and Corinthian orders. It is also from this time that Christianity first arrives in Holstein, brought by several Italian missionaries.

- 1590 CE - The Classical Age ends after Holstein experiences a lack of skilled architects and artists. A century late, the first explorers of Holstein depart to explore the great unknown. They return with strange tales, but the Tetrarchs refuse to spend resources on establishing colonies until the year 1629, when a small amount of ships and sailors travels to the Americas to establish the colony of New Holstein. The war with Brandenburg comes to a close, as the last remaining forces of that kingdom surrender and it is annexed into Holstein.

- 1700 CE - The Kingdom of Eschaton is annexed by Holstein after a small revolution. The second unification of the original Danmar Kingdom thus concludes.

- 1769 CE - The Kingdom of Eschaton is annexed by Holstein after a small revolution. The second unification of the original Danmar Kingdom thus concludes. The colony of New Holstein begins clamoring for independence. Colonies are started at several locations in the Indies, but remain mostly as refueling ports for trading ships. As such, they serve more the interests of rich corporations and entrepreneurs than they do the government.

- 1812 CE - In the year 1812 CE, there is an unsuccessful war against Britannia, "The War of the Long Winter," in which Holstein attempts to conquer the two peninsulas held by Britannia just next to Holstein. New Holstein achieves independence in 1821 CE (recognized three years later), leaving Holstein only with colonies at the Indies. The first industrial developments begin in Holstein.

- 1862 CE - It is in this year that Holstein is forced to cede her lower territories to the Italian States after being attacked in a war she was not prepared for. Furthermore, territories in the East declare independence and join the Polish states, but the Tetrarchs decide not to attempt to stop their move towards the Polish. Perhaps the only good thing of the 60's is that another colony is started - the colony of New Brandenburg, in Africa.

- 1912 CE - Industrialization increases dramatically in Holstein, as well as exports of Coal and Steel to fuel the war efforts of the other Europeans. Currently, Holstein is at peace, but longs to recover her lost southern territories. The military of Holstein is preparing for war, which is likely to occur given the rising tension in Europe.

If Holstein generously exports coal and steel, that will be our biggest import from Holstein. Coffee for coal! :p

That is a very interesting question. I don't see it as plausible that our two states have any sort of overly bitter military conflict, as to our east and your north is a (Polish state, or group of states) while on the opposite direction is a sort of (Austria-Hungary-Balkans state or state(s)). The presence of these buffer states make it almost impossible for our two nations to engage in a great land war.

Now, as for the individual parts of the nation. The upper, richer classes of Holstein (most of them owners of wealthy trade corporations) see Carpathia as a rival in terms of trade and export, but not as a true enemy. The Holstish (better demonym soon) middle and lower classes have no great enmity against Carpathia, for the simple reason that Carpathia has not created famine and destruction in my nation. Finally, the government of Holstein in fact wishes to open further diplomatic relations with your state, beginning with an increased amount of trade agreements (waiting for your first IC post).

How about you?
