Well, not necessarily irradiated. It is certainly a barren wasteland, home to only ruins, buried ruins, dried rivers, glass piles, and the occasional band of drugged-out raiders.

Yea, I am planning on having three very massive cities housing 94% of the population. Expenses shouldn't have been a problem, we did technically win that war so the reparations extracted from defeated parties plus the loot from remainder of continental Europe and lack of need to rebuild British Isles means all that cash could be funneled into creating cities.
As for complication, I think it would be similar as most other extraterrestrial bodies; just in different kind of challenges. I mean, Mars would have issue regarding radiation, all other extraterrestrial bodies will have issue with ultra-low gravity and pressure. Apart from few regions in Mars and few bodies, water will be problem in most of the bodies etc.

Yes, indeed. Although the salt produced is just Na2SO4, which is for large part easily removed from water by just cooling it to 0 degrees and basic decantation.
