Well, Nuclear Tests have been shown to produce small ammounts of Helium 3. Although that's unlikely to be an actual source.

Tritium, witch has a half life of 12 years I belive, I will have to check that, but anyway, Tritiums decay products are Helium 3.

The Sun is actually were most Helium 3 comes from (In our solar system), although it all lands on the regolith of the moon.

He took this secret south with him as the oil crisis worsened, and using the power it provided him and recruiting disaffected elites from the many nations of the world, forged a new society upon the coasts of the Frozen Continent. Those with wealth, power, fled the chaos and anarchy of the falling world; as this new entity grew it actively recruited skilled minds and immigrants from across the world, massive fortress cities forged of ice and the untapped minerals of the continent. But the vast energy and minds of the EiE had a problem; labor. Who would work the dirty jobs, build the wondrous designs? Robots, robots were the answer. The leader in the field due to their acute need, the EiE did not breed their underclass but rather built it.
