I agree, but there are a few exceptions. Some states that aren't militaristic IRL have become militaristic (Hispanic Empire, for example) or others their history has just changed so much that they warrant larger armies (The Empire of Japan never fell and is still a major military power). I think you can take some creative licence, just don't go overboard. In fact, Winovia should compile a military power list to simplify things, maybe even break it down into areas of war (i.e. Japan would be extremely strong on a naval ranking, but weaker on a land forces ranking).
