It isn't yet, but we intend to make it our Capital. Right now, the Hagia Sophia is being Re-Orthodoxied and a new Castle is being built there. :)

Keep in mind HH isn't even ruling Jerusalem. He is sending the camerlengo to set up a papal provisional government while an agreement with the Jewish leaders as to how to govern the region is being reached. The region will basically be fully autonomous and run by, preferably, a council of five Catholics and five Jews. That way the Holy Land is under the protection of the Papacy but does not feel oppressed at all by the Catholic Church.

And what about the Orthodox?

Actually, as per the agreement with Russia, there is total religious freedom within Jerusalem. The Church has more than enough funds to build its own churches. Besides, the area is mainly Jewish/Islamic. Not many Orthodox people would have arrived as of yet.

I don't know how many Orthodox you think are in Jerusalem, but...

There are approximately 8,000 Christians in Jerusalem, mostly Eastern Orthodox and Oriental Orthodox.

I'm not even on it so it doesn't matter much, unless you wish to perfectly dot in Vatican City.

And don't feel the bother to update the map just for Jerusalem. Wait until you have to do it for another major nation joining. I think we might be seeing a unified Iberia, so do it then.

You're making a city that you gained only a few years back your capital instead of Saint Petersburg, a city that's been the Russian Empire's capital for over 300 years and holds a ton of historical significance, or Moscow, a city that was the Grand Duchy of Moscow, a city that evolved into the Tsardom of Russia, then into the Russian Empire, and also hold a ton of historical significance.

Russians will not be happy.

Well, at the upcoming Religious Conference of Jerusalem is really when the government would be established. One of the goals is to reach an agreement that all parties, mainly the Catholics, Jews, and Orthodoxies all agree on. Including all branches of Orthodox, not solely Eastern.

This is not your grandfather's Catholic Church. The bleeding hearts hijacked this early on after the Great War. The actual Church was too stupid to ever do this until after WWII and really didn't get into the whole thing until Vatican II. The Church, which never asked for Jerusalem, minds you, plans on respecting the wishes and rights of all locals. The only reason the papacy is not releasing it as a sovereign state is so no one decides to attack it as chances are no one will attack it under papal protection.

The meeting with the College of Cardinals is really where you will see the Church deciding what to do with Jerusalem. Technically it has yet to exchange hands between Russia and Papal State and the Church has also not really accepted the donation publicly.

The Russians will be more then happy to accept Constantinople as their Capital! It's the Center of Orthodoxy! It was the main goal for Russia through out several wars with the Ottomans! I like smilies. They help show emotion on the Internet. :D

And Many Russians will be happy with the change. Especially if they are religious (Which most Farmers/Former Serfs and Former Soldiers are) or Patriotic (Many Factory Workers and Urban People are). It shows how far we've come from being enemy of the Byzantines to the Sole Reason Byzantia exists and that we saved Constantinople from becoming Islamic (We've been De-Islamizing it for a while now).

Also just stop trying to justify the change in capital, a lot of people are going to get pissed off and there's nothing you can do about it.
