Corsica is another story.
Edit: Maybe as part of the Treaty with Russia France had to release Corsica as a sovereign state? Especially since France made peace early, it make sense they would have to make some concessions.

The way the French government might read it:
[1] Regardless of what our respective Governments or the inhabitants of those regions say, do, or want.
[2] You are basically declaring an ultimatum. A peaceful cession now or armed conflict some other time.
[3] Implying that if we do not agree to your demands, we will become your foes.
[4] And more (specifically French/Austrian) shall be spilled if we refuse.

The Romans are technically not Italians and the Lombards where closer to Germans than Italians, the goths where Germanic and South Tyrol has been Austrian for hundreds of years. South Tyrol is also a majority German speaking and cultural area.

No they are not. The Italian culture and language evolved out of Latin and a combination of Roman and Germanic culture. Just because the Romans came from the Italian peninsula doesn't mean they where Italians. Romans where by the specific talk anyone who was a citizen in the Roman Empire. Several Roman Emperor weren't even from the Italian peninsula but where still considered Roman. The classification of Roman was therefor very varied at the height of the Roman Empire.

On a side note, Mars. I have been checking in on other RPs and noticed some of them have a conference thread as to not interfere with the IC one. That could be of use as I foresee plenty of those incoming.
