A movement to make Latin the spoken language throughout Italy? Sure, hence why every citizen in Rome, goes to Monasteries to learn then takes the advanced courses in the University(Considering that is fine with you)
And yes, I'd believe in my Alt-History Papal State, the Papacy would support educating the masses in the fields of reading and writing.
Not so much that so much as encouraging its use over time; educating every person would be nearly impossible, even in a non-agrarian state like Pisa.



A bit more non-comparison in the tech area, maybe a bit more on agriculture since most trade is done by sea with the Byzantines.
