Well, it's still illegal, but you likely wouldn't get punished for it. It is, however, more standard to get a dead animal.

Buy/steal/kidnap one. If it's from the underworld you need paperwork but otherwise it's legal. If it's from the upperworld there's no paperwork but it's illegal, but the law enforcement agency (for the most part) doesn't give a shit because they have better things to deal with.
