No, they'd be unified. The point/plot would be that Tzeentch simply enslaves further then the Imperium ever did, and turns them into nothing but petty puppets. Questioning even if they did rebel, would it be of their own will? Or another machination?

I'm thinking no xenos right now, unless it's extremely compelling. It'd have to be so compelling, in fact, as to offset the resultant effective ban on anti-xenos characters.

As for the story and shit... it's M41, present day present time (*disturbing laughter*), and the planet Hellrieg is experiencing a spot of the old internal strife. Namely, a certain group within the planet's ruling committee has decided that other certain groups are to be eliminated. Rather than roll over and die like the rest of the victims, though, one Hellrieger noble (who also happens to be a Commissar relegated to boring and humiliating PDF duty) takes the opportunity to disappear. Apparently, the planet was rediscovered by a Rogue Trader many millenia ago, and the good Commissar is directly (after the pending executions of the family) in the line of succession for the recently-found Warrant of Trade, long lost in the depths of the planet's archives. Using the remainder of the family's funds to acquire a starship, and personal connections to hire a crew, the newly minted Rogue Trader now sets forth into the galaxy for fun and profit.

A lot is overdone. I undestand the eternal war theme but so much is replayed.

perhaps something similar to a halo or a space hulk so big it can host armies fighting inside a wrecked giant, also could have some strange artifacts or imperial relics scattered in there.

One, a work-together-to-not-get-your-planet-destroyed RP where players are figures from many different Imperial branches working too make their planet better against hordes of foes. This involves the pre-IC creation of the craziest planet ever based on player input.

Two, a faction RP after the End Times where players are powers trying to build their empires.

Both of these would ultimately disregard what is kosher (not canon; kosher) by 40k, the former because working together and communicating and sharing is heresy and the latter because it's after the Time of Ending and so will have oddities not in the 41st Millennium.

yes to the first one from me. 40k factions will work together if they need to. or if the inquisition asks them too. just don't expect them to work together smoothly nor to not try to use the 'cooperation' to maneuver into favourable positions to take out their rivals.
