History seems to have gone the same way except for the US and CSA so i don't see how Mongolia could have escaped becoming a Russian puppet because they would either be that or a Chinese puppet.

So? He can still play as a semi autonomous puppet. Technically, he can still make policy decisions to a limited degree and could potentially oppose Russia. I don't know if he would succeed, but semi autonomous doesn't translate into "totally dominated"

It does mean that you have no foreign policy. Or, rather your foreign policy is the exact same or similar of the puppet controller.

IC: From his vacation home at Veracruz; Maximilian II, the second Emperor of Mexico, greedily eyed the newest Confederate Dreadnoughts conducting naval exercises with the second-rate Mexican navy. As artillery thundered and the Mexican sailors scrambled to keep up with their brothers in arms hailing from el norte Maximilian's brother (and second in command) approached.
"Hermano, tenemos grande problemas. Troubling news has come on the telegraph; our cousin Franz has been shot in Sarajevo."
Maximilian frowned; immediately thinking of the worst, revolucion.
"Send our condolences and promise to support the empire, no matter what befalls it. Also, tell Charles that we will be in communication shortly."
While Maximilian's brother went to deliver the message he frowned and turned. There was nothing he loved more in the world, than the sea. He would have to abandon his passion, shortly, to attend to the needs of the European side of the family. He shuttered at the thought of what the war hungry bastardos would do if the shooter turned out to be of foreign origin.

In the OP it said racism was dead, unlikely, but I would assume that with no racism they remove slavery and probably segregation, the CSA might even be more liberal than the north.

That makes so little sense, I can't even begin to explain what is flawed in that. How does racism die out in the south? How do you convince a generation of bigots and white supermacist slave holders to suddenly abolish slavery in 40 years?
