Not using rocket fuel, using Nuclear Reactor and fusion power. Though it would be good to have some help can speed up the process of the first attempt I did say in my post will be in 7 months to 2 years.

Er, i'm assuming you'd still equip your ships with thrusters... In fact, you could go a lot further with the fuel saved by a mass driver launch. I have plans to build a mass driver/base on the Moon as well to allow for quicker/further travel.

You'd also be sandwiched between three (Nova Roma, Germany, and the guy east of Germany), maybe 4 major powers if France rises up. You'd be in a rather precarious situation

After all, I've got the Alps! TRY TAKING ME NOW! MOAHA-... Ehem. I doubt I have any actual other nations high on the list, though I'm fairly certain I can find another enjoyable country. However, fear not! Austria shall victor. (Or we'll flee to Africa.)

Well, a mass driver is essentially a large railgun. We already have those, at least I know that all of my naval ships and land systems use them in one form or another.

I think by your done with the base, the Lincoln I will be ready to go as I will launch it to Titan and see if its good for colonization.

A mass driver on the Moon aimed at the Earth would be a frightful weapon. Currently what you do for space weapons is drop tungsten rods down from orbit and let gravity do the rest

No it isn't. The Moon has no 'weight', because there is no gravity on it bar the Earth's. Now, if you knock it a tint bit out of it's current orbit, which is entirely possible, the Earth's gravity will do the rest.
