I am Japan, who owns the Philippines, and is planning to expand into Russia.
Fear not, my friend. You may worry about China and India, but Japan doesn't need more overpopulated, far-flung, non-Japanese territories to rule. They need lebensraum, close by, and Siberia is right there.

And China will probably pile on to snatch up oil, gold, timber, and other stuff that she wants in Siberia.

It's okay, Japan's going to drive right along the border between the two of you to isolate the areas it wants. You might be able to get some stuff, but it's going to be through the Mongolian region, not Russia's Far Eastern Federal District.

Japan threatens an attack on Siberia, with multiple Japanese carriers appearing near Vladivostok.
The Fourth Reich attempts to gear for war, only to have Japanese and Indian-funded reactionaries overthrow the government in multiple regions. Seeing the instability, Japan intervenes, with thousands of Japanese troops landing en masse along the Siberian coastline, occupying and disarming the remnants of the Fourth Reich.
The Fourth Reich finally collapses, the Communist government rises to power, but, realizing their instability and weakness, signs a treaty allowing Japan to administer the Far Eastern Federal District until Japan feels the danger has been alleviated. In turn, Japan pledges support and friendship with the new Russian government.
How's that sound?
