They could dedicate all of their shipyards to building it piece by piece although that would prevent them from improving Mandalores own fleet and from selling to other customers.

Did you make a ruling on the whole Revan's fleet leaves because of a holo-text?

I say you get 25% - 50% of the fleet and it's over.

I said you could keep some of the ships but the Harrowers have left, fifteen destroyers and two cruisers stayed behind from loyalty to/fear of Revan.
