Small History of your nation till June 2014: India has continued claiming neutrality in regards to the Crimean crisis. It has repeatedly refused the US' sanctions. In May of 2014, Modi was elected Prime Minister as a reform candidate. Internationally, Modi has stirred up some controversy with his vehement anti-Muslim and anti-Pakistan stance. However, Modi's party still has no majority.
Goals for the Nation: Begin economic and government reform, continue building a military umbrella in the Indian Ocean, negotiate with China on land disputes, improve foreign relations overall, into spes.
Why'd you choose this nation? It's a major world power that can hold its own against many nations, making it sorta in its own power bloc.

Seeing as they are NPCs, and it is a diplomatic delegation I don't see a problem with them. Also you don't 'establish contact' with a nation you have an embassy with

Not sure how to get more specific. More ideally, remain fairly neutral, back the UN, and stop government corruption. Provide alternative power areas to India, Resolve current territorial disputes with China, pretty much assert hegemony over the Indian Ocean, generally discredit the INC in some areas.

Is this regarding the Russian post? If so,
1. Russia already has troops in Transinistria, since the civil war of the 90s.
2. Russia and Romania are coming to agreement over these things.

I know they have troops in it already, but I doubt Romania would allow you to transport more troops through the country to an area that they view as part of Romania. Cn you link me to where they were sorting this out?

Russian Troops in Romania may make my intentions a bit too obvious. Maybe after I leave the EU, and maybe NATO.

Well, Romania approached Russia about the whole Moldavia issue. viewtopic.php?f=31&t=290352&p=19508997&hilit=romania+today#p19508997
Also, regarding a possible military presence there, how does Russia reinforce the people there now? I mean, some must retire, quit or go home, and then they need to be more soldiers there, so I guess they get there somehow.
