What they did see was a huge base, going on for miles in each direction. Thousands of buildings wee built for every purpose. Far away,they could see roads and a fishery.
"Oh my God," the overseer said. "Contact the Pacifc Alliance! After us they have the best space program, maybe they know something. And alert the president!"
At the same time, the Pacific Alliance Space Program was seeing the same thing. East China made contact with them and they both agreed: this was something new. They decided to send a group of 40 men and women, 22 East Asian and 18 Pacific, to investigate.
