Neoconservatism doesn't really believe in the efficacy of non-state actors. Logically, according to that outlook, Iraq, Iran, North Korea, Syria, SOMEBODY had to actually be behind this. Al-Qaeda operating independently of any of these things was a joke. They were just asymptom of the real problem - that is to say, rogue states like the aforementioned.
