Seriously I have like only 2% population mobilize so far, and it will be a strain if I keep this up for like 3 years.

In times of war, having 10% of your country under arms is within the bounds of realism, but it signals that you must be in dire straits. I'd assume not all of those are professional soldiers but conscripts as well. It better be a quick war, or you're going to see severe economic consequences. Seeing as you're fighting a larger enemy you better find some allies fast or you're going to be defeated conventionally. Failing that, you won't be able to supply/pay your soldiers without significant deterioration of life on the home front and general unrest.
I hope you're aiming to send a message to win concessions and don't think you're going to conquer Serbia. That's not very likely.
