Well technically yes. So long as Serbia agrees to try to unify the southern Slavs. Even then, The Black Hand does not wish to harm its fellow Slavs.

I agree, but it should be noted that AH is a large empire with a lot of ethnicities. It's gonna have a lot of rebel groups.
