Germany has little naval assets, i'm not intending to go to war with Vietnam or North Germany, I have no idea what you mean with Austria-Hungary as they also have few naval assets and you don't control them and Russia was overtaken by the Communists who are on good terms with Japan.

The Japanese Navy is only rivaled by the British Navy in the Pacific, and I may even try to get them on side.
