Sure I just caution that their might not be anything to do for a few of you.
I'll be back at my computer in an hour and a half at the latest.

His passive ability to talk to canines, and his stealth ability that is slightly better then really possible by a normal human.
Talking to canines is well, talking to canines, there's no real power variation possible there.
The stealth is basically he has learned, by way of the people who raised him (Alien race) to sort of blend in with shadows. He can, however, still be seen if light is shone on him, or if someone can see in the dark or something. It's hard to explain, because it's not technically a power, and more of a skill taught to him by the Alien Race, who has learned to do stealth beyond what humans can learn on their own.

Superhuman skill still counts. Are you referring to something like this?
Points would be, for example, according to limitation. How long/how completely/other he could do it.

Sort of like that, but he's not undetectable, exactly. He can't typically be seen by normal human eyes, but a flashlight would expose him, as would any heartbeat sensors or anything like that.
But the thing is, it's a passive power. It kind of is what it is. So I don't know what power level to put either at.

Do we timeskip at all? To different days, or is time just wibbly wobbly?

Good question. We timeskip, but a day in IC often lasts a few days in OOC. Also, because of that, we sometimes match the OOC calendar up to IC events. So, for instance, we jumped from Feb 14 to sometime in March.
So, the short answer would be a little of both.

I'd call it 2 or 3 for the shadow blending, tentatively. Since there's still some uncertainty, flagged for one of the OPs.

Alright. I'm going to be busy today, but I'll try and post.
Also, what exactly do the apartments look like? Do they reflect the resident's personality or...?
